Committees

HOA committees play an important role in our community. They work with the board to keep our community looking good, running smoothly, and provide opportunities for us to come together as neighbors for a number of regular and special events.

We are always looking to expand membership and welcome community members willing to share their time and expertise to better our neighborhood. Share your ideas and volunteer today!

Rules & Guidelines

Rules and guidelines are a catch-all for things not covered in the covenants or by-laws. These are often the rules that might need revising over time due to changes in the community. 

For example, the SCCE pool rules include an adult-only morning swim hour to allow community members to lap swim. There has also been recent discussion on the development of Architectural guidelines to help eliminate confusion and inconsistencies around topics such as paint colors, types of fencing, and outbuilding materials.  

Typically, rules and guidelines can be changed by an HOA board vote with review by community members. Here’s how the process works:

  • The board will adopt a rule informed by community input and committee recommendations.

  • A notice is sent to the community and members have 30 days to review it. 

  • After 30 days, the board will review the comments and concerns of members, considering the members’ feedback in the final decision.

Architectural
Committee

The architectural committee is one of the most important committees within the HOA. This team ensures the community maintains an appealing uniform aesthetic which improves curb appeal and keeps our property values high.

They are a great go-to resource if you are thinking about making updates to your home or property. Check with one of our members if you have questions about things like:

  • Siding or roofing materials or colors

  • Fencing

  • Exterior buildings & sheds

If you are planning an addition or alteration to the exterior of your home⁠ (including garages or other outbuildings), our covenants require that you first submit plans, specifications, and/or color swatches to the Architectural Committee for approval.

Helpful Tip: To avoid frustration, confusion, and potentially costly re-dos please fill out a change application form and submit your completed form to the architectural committee for approval at least 30-days BEFORE you make updates or improvements.

Covenants
Committee

The covenants committee helps maintain the integrity of the HOA by overseeing the rules established by the community. This group is responsible for sharing covenant information with homeowners, monitoring the neighborhood to ensure compliance, and reporting violations to the Board. This committee enforces the covenants and makes suggestions to the Board for improvements and updates. 

The goal of this committee is to make sure homeowners are familiar with the covenants to help prevent violations and to act quickly and fairly when violations do occur. These efforts will:

  • Maintain the overall appearance of the neighborhood

  • Preserve community relationships

  • Help keep property values high

Recreation
Committee

The recreation committee knows how to have a good time! This group organizes a number of regular and special events and social gatherings each year to promote a sense of camaraderie and community. If you are interested in joining the fun or have an idea for a new event, reach out to a committee member.

The recreation committee & board of directors host several recurring events each year including:

  • Easter Egg Hunt (Saturday before Easter)

  • Spring Clean-Up Day (Saturday after Mother’s Day)

  • The Annual Homeowners Meeting Picnic & Potluck (usually in September)

  • Halloween Pizza Party (October 31st)

  • Say Hello to Summer & First Responder Appreciation Picnic (usually in June)

The recreation committee is also responsible for picnic shelter reservations.

The picnic shelter is available to rent beginning Memorial Day weekend through Labor Day weekend. Picnic shelter fees vary depending on the size of your party. Parties of 100+ guests are not allowed. 

Please Note: while you CAN rent the shelter, you CANNOT rent the pool. The pool is open to all SCCE residents and their guests regardless of shelter reservations.

Welcome Committee

Well hello, neighbor! The SCCE Welcome Committee is here to provide a warm reception when new homeowners join the community. If you’re new to the neighborhood, they’ll be around with a fun little care package chock-full of helpful information. They’re here to help you get familiar with the HOA, development, and surrounding area.

Water System

The water system is managed by Class III Certified Water Operator and SCCE resident Mike Riker. Mike has lived in the community since 1993. Shortly after settling in, the South Dakota Department of Agricultural and Natural Resources (DANR) began requiring that the regular compliance testing be conducted by a certified operator. As luck would have it, Mike had all the necessary certifications and required training for the job. Mike took over operations and has had the system running smoothly ever since.

Mike ensures that all required regular monthly and annual testing is complete and keeps tabs on the system with daily checks and monitoring. The SCCE water system has supplied 14 consecutive years of safe drinking water to residents. Our system has received numerous awards including the Secretary’s Award for Drinking Water Excellence and 3rd Best Drinking Water in South Dakota awarded by the South Dakota Association of Rural Water Systems in 2009. Water Reports

Water reports are required by the State and provide a snapshot of the quality water provided to residents each year. Report details include where the water comes from, what it contains, and how it compares to Environmental Protection Agency (EPA) and state standards.
