SCCE Board of Directors Meeting – July 26, 2021

The meeting was called to order at 6:30 pm by President Carolyn Ellington. Board members present are Dana Coats, Joe Hofmann, Marlowe McDowell, John Santana and LuAnne Johnson

Board Members absent – Scott Wagner, Howie Aubertin

Staff present – Mike Riker, Kelsey Wyres

Residents & Guests in attendance are Shane and Mandy Hennies, Jennifer Steinmetz, and Ron Davis (Architect Committee)

Approval of agenda and call for changes –
Carolyn requested to add the review of the new proposed covenants. Dana requested to strike this request of the covenants. John made a motion to approve adding proposed covenants, seconded by Joe. Joe, Marlowe, John and LuAnne voted yes, Dana voted no. Motion passed.

Approval of SCCE Board minutes from the June 28, 2021, meeting. Motion was made by Joe and seconded by Marlow. Motion carried.

Treasurer/Bookkeeper Report and Approval of Financials

Financial Reports: Were emailed to Board Members from Kelsey Wyres
* A/R Aging Summary was reviewed as of July 23, 2021
* Payroll Summary from January through December 2021
* Balance Sheet as July 23, 2021
* Profit & Loss for July 1-23, 2021
* Profit & Loss Previous Year Comparison July 1, 2020, through July 1-30, 2021
* Transaction List by Vendor for July 2021

With no further discussion, Dana made a motion to approve the financials, seconded by John. Motion carried.

NEW BUSINESS:

  1. Covenants Violation - Resident’s Shane and Mandy Hennies built a new shed in September of 2020. They did contact Ron Davis (Architect Committee) to get approval to build this shed. Ron gave the OK to Mandy, but did not mention the roofing material, assuming it would match the existing house materials. Attorney for SCCE, Mike Wheeler, did send a notice of violation in March of 2021 to the Hennies.

    The current Covenants and By-Laws Committee, established at the SCCE Annual HOA meeting in September 2020, are in the process of proposing amendments to the roofing materials, along with other items.

    Until the proposed amendments are presented to the Board and voted upon by the SCCE residents, a motion was made by Joe and seconded by Dana, to approve the shed as is, for the current roofing material.

    After the proposed amendments are voted on by the SCCE residents, and if the new roofing material is approved, the shed can remain as is. If defeated, the roofing will be removed and replaced to match the existing home. Motion carried.

  2. Discussion on creating an Architectural Application for New/Changes to SCCE Residential Property. Carolyn will create a draft and bring it to the August 23, 2021, for discussion/approval.

  3. Casey Peterson back taxes – Carolyn and Kelsey met with Casey Peterson, regarding the federal taxes from 2016 to 2021. Will be waiting for information/report from Casey Peterson.

  4. Removing dead trees on Kings Road by the Doty VFD garage area – Dana will contact the county to see which trees are on county property.

  5. Contract with Tru Green compared to Warne Chemical – Carolyn - This is ongoing.

  6. SCCE Website – LuAnne presented the Board members with the three (3) bid proposals to upgrade our current SCCE website. After discussion, the Board will review the proposals and email LuAnne their votes by Friday, July 30, 2021.

  7. Residents at 8605 Kings Court have paid the back water fees.

  8. Covenants & By-Laws Committee – Dana
    The proposed covenants – Dana said these proposed covenants are still in “draft” format. Dana will schedule a meeting.

Water System Report – Mike Riker

* Had a chemical delivery
* Morford Electric has submitted their bills.
* Will be taking well samples.

Water Meters – Mike Riker
*Financial Documents have been completed
*FCC has approved project
*The delay of installation has been because of meter supply in demand. Will be looking at August to hopefully start the installation.

Carolyn recognized Mike Riker for the Secretary’s Award for Drinking Water Excellence 2020.

Through extra concern and endeavor, South Canyon Country Estates, has met all state requirements for safe drinking water and has supplied thirteen consecutive years of safe drinking water to the public it serves.

Recreation Committee Report - LuAnne Johnson

Will be working on the SCCE Annual HOA meeting on September 27, 2021. The potluck starts at 6:00PM and the annual meeting starting at 7:00PM. Will be sending out a message to residents at the beginning of September of upcoming events (pool closure, annual end of year dog swim, Annual HOA Potluck, and meeting, along with an agenda, vacant Board positions, and Halloween Party)

The next SCCE Board of Directors meeting will be on Monday, August 23, 2021, at Doty VFD starting at 6:30pm.

With no further business, Joe made a motion to adjourn, Dana seconded. Motion carried.
