SCCE Board of Directors Meeting – June 28, 2021

The meeting was called to order at 6:30 pm by President Carolyn Ellington. Board members present are Dana Coats, Howie Aubertin, Joe Hofmann and LuAnne Johnson

Board Members absent – Scott Wagner, Marlowe McDowell, John Santana

Staff present – Mike Riker, Kelsey Wyres

Approval of agenda and call for changes –
Add – SCCE Annual HOA meeting
Motion was made to approve the agenda with additions by LuAnne, seconded by Howie. Motion carried.

Approval of SCCE Board minutes from the May 24, 2021, meeting. Motion was made by Joe and seconded by Dana. Motion carried.

Treasurer/Bookkeeper Report and Approval of Financials

Financial Reports: Were emailed to Board Members from Kelsey Wyres
* A/R Aging Summary was reviewed as of June 25, 2021
* Payroll Summary from January through December 2021
* Balance Sheet as June 25, 2021
* Profit & Loss for June 1-25, 2021
* Profit & Loss Previous Year Comparison July 1, 2020, through July 1, 2021
* Transaction List by Vendor for June 2021

Discussion on the Profit and Loss reports – Discussion of Line Item 6015 (Pool Maintenance Labor). Kelsey will email the entire breakout of each category/line item to the Board Members.

Discussion on resident living at 8605 Kings Court delinquent water payments. Mike Riker will contact resident.

Congratulations to Kelsey – reported from Casey Peterson – No errors for the 1st quarter that Kelsey has been working as our SCCE Bookkeeper! Thanks, Kelsey, we appreciate your hard work and attention to detail.

With no further discussion, Dana made a motion to approve the financials, seconded by Joe. Motion carried.

NEW BUSINESS:

  1. Resident Jan Matkins had called LuAnne & Dana with a complaint – She did not attend this Board meeting.

  2. Lap Swimming at the pool – Lap swimming has been awesome. The lap swim hours are 9:00AM – 10:00AM for residents that are 18 years and older.

  3. Removing dead trees on Kings Road by the Doty VFD garage area – Dana will call Pennington County Engineers office, Bill Miller, 394-2266, and discuss the bad culvert, needs to be plunged. Will also discuss removing the dead trees.

  4. Variance Meeting – Highland Loop Variance VA 21-03 meeting will be held on July 20, 2021.

  5. Swimming Pool Items – All members
    * Pool Maintenance position wages – Joe made a motion, to be retroactive to May 2021, for an increase of hourly wages from $15.00 per hour to $20.00 per hour. This is only for work done above the daily opening and closing of the pool, which pays $25.00 for the morning and $25.00 for the evening. Mike Riker will still receive the $25.00 per hour wage for all work being done. Seconded by Dana. Motion carried.
    * Pool access gate key – Dana will check with company that just installed key card at his business and get the name of the company and approximate cost.
    * Signs – will need to update “Rules” signs at the pool. Discussion of age required to swim without adult supervision. This age is 12 years old, as stated on both signs at our SCCE swimming pool.
    * At the SCCE Summer Kick-Off BBQ Mike Riker welcomed the Doty VFD members to have access to our swimming pool this summer. Thanking them for their dedication and service to our community.
    * Mike reported that the pool opening went well and Jackson Herman (Pool Maintenance) is doing great.

OLD BUSINESS:

  1. Contract with Tru Green compared to Warne Chemical – Carolyn
    Not completed yet.

  2. State Farm Insurance – Carolyn & LuAnne – follow up report (taken from email dated May 28, 2021 @2:38pm)
    Good day SCCE Board Members,
    As you are aware, SCCE had a notice from our insurance company that seemed to indicate that our pool and shelter were not covered, and that the policy was simply for liability. On 28 May (2021) LuAnne Johnson and I met with our State Farm representative, Micah Nanto, to discuss the notice.

    It turns out that all of the following is covered:
    Swimming Pool
    Pool House and Picnic Shelter
    Water Tank
    Frame Pump House w/Equipment
    Two Submersible Pumps w/Equipment
    Chain Link Fence
    Signs
    Playground Equipment
    Storage, Equipment, or Laundry
    Computer and Security Systems
    All Other Structures
    Micah made an inquiry as to why we got the notice. She will get the result of the inquiry next week and share the answer with us. When I get that result, I will send another email with the information.

BY-LAWS AND COVENANTS COMMITTEE – Dana Coats

Dana met with Mike Wheeler on June 1, 2021, at 10:00am to discuss these roofing proposals/specifications and verbiage changes to our SCCE HOA Covenants. Dana is waiting for a report/document from Mike Wheeler. Dana will email it to the Board once it is received. Howie asked if solar panels were in this proposal, they are not included.

WATER SYSTEM REPORT: Mike Riker

- Everything is good! Currently, there are no problems.
- Water Meters are still on order - Loyal Plumbing is on board and waiting for order to arrive.
- Still waiting for FCC approval as well.
- Mike notified Board members via email (on June 8, 2021, at 7:06pm) that the VFD Drive on well #2, which is the newer well, has failed. The cost to replace will be about $5400.00 (Allen Bradley Brand). Mike said, Greg Morford (Morford Electric) spent numerous hours helping with this repair and did not charge for all his hours. Thank you, Greg!

SWIMMING POOL UPDATE: Mike Riker

- Mike picked up pool and shelter supplies, he will submit his receipt for reimbursement. It is less expensive to shop at other stores with products on sale. Thanks, Mike.

RECREATION COMMITTEE: LuAnne Johnson

- SCCE Summer Kick-Off BBQ on June 5, 2021, BBQ from 11:00AM – 1:00PM. Thank you to ALL who helped make this event happen, it is hugely appreciated.

ADMINISTRATIVE: Board Members

- Ongoing Letter to Shed Owner – Carolyn talked with Mike Wheeler, and it was recommended to stop this process. This is a completed item. No further action required.
- Request to hold swimming lessons – Carolyn contacted resident and informed her, that due to liability issues, we cannot conduct swimming lessons. Carolyn thanked resident for her interest. This is a completed item. No further action required.
- The SCCE Annual Homeowners Association meeting will be held at Doty VFD on September 27, 2021. Picnic dinner will start at 6:00PM and the Annual HOA meeting will start at 7:00PM. Carolyn will reserve Doty VFD.
- The SCCE website will be transitioning the google platform on September 1, 2021. LuAnne will try & get bids.
The next SCCE Board of Directors meeting will be on Monday, July 26th, 2021, at Doty VFD starting at 6:30pm.

With no further business, Joe made a motion to adjourn, LuAnne seconded. Motion carried.
