SCCE Board of Directors Meeting – March 28, 2022

The meeting was called to order at 6:30pm by Board member, John Santana. Board members present are Kort Herman, Scott Wagner, Joe Hofmann, Howie Aubertin and LuAnne Johnson

Board Member(s) absent – Dana Coats and Marlowe McDowell
Staff present – Kelsey Wyres and Mike Riker

Approval of agenda and call for changes – Motion to approve the agenda by Joe and seconded by Kort. Motion carried.

Approval of SCCE Board minutes from the February 28, 2022, meeting. Motion was made to approve the minutes by Scott and seconded by Kort. Motion carried.

Treasurer/Bookkeeper Report and Approval of Financials

Financial Reports - Were emailed to Board Members from Kelsey Wyres on 3/25/2022

  • A/R Aging Summary was reviewed as of March 25, 2022

  • Payroll Summary from January through December 2022

  • Balance Sheet as March 25, 2022

  • Profit & Loss for March 1-25, 2022

  • Profit & Loss Previous Year Comparison July 1, 2021, through March 25, 2022

  • Transaction List by Vendor for March 2022

Motion to approve financials for March 2022 was made by Scott and seconded by Kort. Motion carried.

OLD BUSINESS:

  1. Casey Peterson Agreement ended in July 2021 – Kelsey will call Casey Peterson tomorrow (3/29/22).

  2. Delinquent Water Bills – Dana sent a first notice on February 27, 2022, to the resident living at 8500 Blackbird Court. They have until March 15, 2022, to pay their water bill. As of March 28, 2022, no payment has been received. After discussion by the Board and Mike R., it was decided that the resident will have two additional months to pay this bill. If not paid, possibly place a lien on this property.

  3. By Laws and Covenants Committee – Dana
    Per Dana, a meeting was held, and a By-Laws and Covenants survey will be prepared and emailed to our SCCE community by the end of May 2022. After this survey is completed, the Committee will make recommendations to the Board of Directors.

  4. Architect Committee – Dana
    No report.

  5. Water System Report – Mike R.
    Wells are all working
    * SCCE Water Tank Cleaning – Midco Diving & Marine Services bid of $2,668.00 was previously approved and the five (5) year tank cleaning will be scheduled and completed in April 2022.
    Water Meter Installation – Mike R.
    * As of March 28, 2022, 58 homes have had their new water meters installed by Jeremy at 5th Generation. The goal is to have all meters installed by May 1, 2022, and no later than May 15, 2022.
    * Mike is working with a resident at 1070 Kings Road for meter installation. Mike will contact resident.
    * Mike inquired on a bill from Dakota Supply Group (DSG) for $3,511.20 + $20,170.04=$23,681.24. This check was NOT written this month. Kelsey will prepare the check for DSG and have Howie, Marlowe or Dana sign and get it in the mail. Please email any billing invoices to sccebilling@gmail.com. Thank you!
    *John asked Mike about the taxes that we were charged on these items. Mike R. will check the tax rate (4.5% or 6.5%) with DSG, and report back to the Board.

  6. Swimming Pool & Commons Area Update – Mike R.
    * Pool & Spa will be having their “Spring Sale” with 20% off chemicals at the end of April 2022. Mike will purchase swimming pool chemicals at this time. He tries to purchase enough to last the summer swimming season.
    * Will need to purchase two pool pumps.
    * Would like to paint the pool this year. The pool needs to be sandblasted, cleaned, and recoated again. It has not been repainted since opening in 2018. Average paint lasts 3-4 years. It currently looks like the pool floor is dirty, but it’s the paint that has been removed. Mike will get bids and give report at the April 25, 2022, meeting.
    *The Dog Waste Station bags arrived. Mike has filled the container.
    * LuAnne will contact Kieffer Sanitation and have the dumpster activated on May 1, 2022. At this time, the pickup will be scheduled for every two weeks. This can be changed to once a week if needed during the summer.

  7. Recreation Committee Report – LuAnne
    *Easter Egg Hunt will be held on Saturday, April 16, 2022, 10:00AM – will be filling eggs on April 2, 2022.
    * Spring Clean-up will be held on Saturday, May 14, 2022, 9:00AM – this event is hosted by the SCCE Board of Directors.

  8. Administrative/Old Business – Board Members
    *Winter/Spring Newsletter – will need input from President, Treasurer, Water & Committee reports. Please email LuAnne with your newsletter information.
    * The SCCE mailbox has been repaired. A bill will need to be submitted to the residents at 1515 Kings Road (Dana had previously talked with the resident.)
    * Tru-Green – Kelsey contacted Tru-Green and will begin applications in “late Spring”. Howie asked to make sure that it wasn’t done right before the Easter Egg Hunt on April 16, 2022. Kelsey will check.
    * New Residents – John purchased SCCE Coffee cups and will donate nine (9) of them to welcome new residents. These cups cost approximately $6.00 from Amazon., if we want to purchase additional coffee cups, John has this information. John will also assist in welcoming new residents!!
    * Picnic Shelter Reservations – Ruthie Dalamarian has volunteered to take reservations again this year. Kelsey mentioned she did not get all the payments for the reservations in 2021. We will be working on better communication and informing the residents, payment is needed before a reservation can be secured.
    * Mike R. and Board members discussed the possibility of a water bill increase from $70.00, no amount was suggested at this time. Mike’s company has conducted a “Water Rate Study” and will bring this information to the April 2022 meeting.
    * LuAnne inquired on the balance of our Swimming Pool Loan. Kelsey will get this information.

  9. An Executive Board Meeting will be held after this meeting.
    The next SCCE Board of Directors meeting will be held on April 25, 2022, at Doty VFD starting at 6:30pm.

With no further business, Joe made a motion to adjourn seconded by Scott. Meeting Adjourned.

March 29, 2022 Executive Meeting held after monthly Board Meeting.

Board Members Present: John Santana, Scott Wagner, Kort Herman, Joe Hofmann, Howie Aubertin, LuAnne Johnson

Board Members Absent: Dana Coats, Marlowe McDowell

Discussed pay increases for current SCCE employees. After discussion, a motion for a Cost-of-Living Adjustment (COLA) increase was made by Joe and seconded by Scott to approve:

  • Mike Riker (Water Systems Manager) – Monthly wage increase $25.00 from $425.00 to $450.00

  • Kelsey Wyres (Bookkeeper) Monthly wage increase $25.00 from $275.00 to $300.00

  • Jackson Herman (Pool Maintenance Position) – Daily increase from $50.00 to $60.00

Effective April 1, 2022. Motion carried.

A motion by Kort and seconded by Howie to approve an hourly wage of $20.00/hour (for above and beyond the bookkeeping responsibilities, i.e. new water system) for Kelsey Wyres (Bookkeeper). Motion carried.

Board members wanted a job description/responsibility for each employee. LuAnne has the Bookkeeper and Swimming Pool Maintenance Position job descriptions and will email Board members. LuAnne did not remember a job description/responsibility for Mike Riker. It is requested that Mike provide a job description/responsibility document to the Board for future reference.

With no further discussion, Scott made a motion to adjourn and seconded by Howie. Motion carried.
