2022 Annual Meeting: Community Champions Needed!

LOCATION UPDATE: The location of the Annual Meeting has changed from the Picnic Shelter to Doty Volunteer Fire Department.

Because the days are getting shorter and the nights are getting cooler, the Board feels we will be more comfortable indoors!

Calling all community supporters!

The SCCE Annual Meeting is set for Monday, September 26 from 6:00 to 7:30 and will be held at Doty Volunteer Fire Department.

There are four (4) Board of Director positions up for election this year. Now is your chance to get to know your neighbors and get involved in our community! Several exciting improvement projects have been put into motion over the last year including:

  • Covenants review & updates

  • Architectural change application form

  • Water meter remote-read replacement

  • New website & newsletter

Involved community members bring experience, perspective, and all kinds of ideas to help make our neighborhood even better. Consider joining the SCCE team and continuing the great work that is being done! It’s a great way to give back and the flexible volunteer hours can work even with the busiest of schedules.

The board meets once a month (4th Monday). Board members serve 1-year terms and oversee the common assets of our development, manage finances, set and enforce rules, and to supervise maintenance and upkeep of the neighborhood.

SCCE Home Owners Association Annual Meeting Minutes – September 27, 2021

  • Outdoor meeting held at SCCE Commons Area (Tennis Court) Due to COVID-19

  • Board Members Present: Carolyn Ellington, Howie Aubertin, Dana Coats, Joe Hofmann, Scott Wagner, LuAnne Johnson, Marlowe McDowell and John Santana

  • SCCE Employees Present: Mike Riker, Kelsey Wyres

  • The meeting was attended by 30 registered residents.

The meeting was called to order by President, Carolyn Ellington at 6:00PM

  • Approval of Agenda/Call for Changes – A motion to approve the agenda without changes was made by

  • Janet Gullion and seconded by Caroline Skromeda. Motion carried.

  • Minutes of the Annual Meeting held September 21, 2020, were presented by President Carolyn Ellington.

  • John Santana made motion to approve minutes and Chuck Ellington seconded. Motion carried.

  • President Carolyn thanked the Recreation Committee team for setting up tonight’s meeting.

1. Treasurer/Bookkeeper Report - Howie Aubertin & Kelsey Wyres

  • Kelsey Wyres provided a copy of the Balance Sheet as of September 30, 2021, and Profit & Loss Previous Year Comparison (July through September 2021).

  • Howie Aubertin, Treasurer, gave the financial reports and answered questions. The reports were reviewed and commented on.

  • Marlowe McDowell made a motion to approve the financials, seconded by Janet Gullion. Motion carried.

2. Water System Report - Mike Riker

  • Mike Riker, Water Systems Manager, presented the 2021 Annual Meeting Water Report to residents. This report is also posted in the picnic shelter and online at our southcanyoncountryestates.org website.

  • Our water system and pressure system are in good shape. No noticeable leaks or major issues. Storage Tank was cleaned and inspected in 2017, this is done every five (5) years. The next service will be done in 2022.

  • Five residents who were selected for Lead & Copper sampling will be receiving a letter from the State and Mike Riker with the results. This is a required test scheduled every three years.

  • Potential new water projects include looping of dead ends, while being mindful of costs.

  • All the monthly water testing and legal requirements of both Pennington County and the State have been met.

  • Mike also explained having naturally occurring fluoride in our water at levels consistent with Federal mandated requirements. We again have received a yearly award (13 consecutive years) from the State for a system that has had no violations and is providing safe and reliable drinking water. Thank you, Mike!

  • Water Meter Project:

    • Not completed yet. There were delays in getting this started.

    • The FCC Licensing application for approval to use radio frequency took about 5-6 months.

    • We will be using Loyal Plumbing for the installation of meters. The SCCE HOA will be paying for these costs.

    • Delay in getting supplies

    • Finance application forms, needed to complete a couple of these.

    • COVID-19

    • The meters are ordered. They are expecting a large shipment in the November 2021 timeframe.

    • We will email/mail each homeowner to notify when we expect to start installation.

    • The homeowner’s financial responsibility will be the water meter which is approximately $280.00.

    • There will be some payment options available for this $280.00.

      • Question from resident Chuck Ellington. He asked if the battery is replaceable, and the answer is No.

      • Question from Darrell Wangen. He asked If the water meters will have an exterior read, and the answer is Yes.

3. 2021 Pool Season – Mike Riker

  • The swimming pool had a very busy year and was open from Memorial Day to Labor Day.

    • All the water samples came back great, and we were able to stay open all year.

    • We started a trial adult lap swim this year and had a good response. The lap swim is open for adults, over 18 years of age, from 9:00AM – 10:00AM.

    • LuAnne asked a few of the lap swim participants if the 9:00AM – 10:00AM hour works, and they said that hour works great.

    • Residents general swimming hours are from 10:00AM – 9:00PM.

    • Thanks to Jackson Herman for your work this summer. You did a great job and look forward to next year!

4. Architect Committee – Dana Coats

  • Please be sure and get the Architect Committee’s approval before starting any new/update projects on your residence.

  • A new form has been created and will be posted on our new website in the spring of 2022. Until then, please contact Dana Coats or Ron Davis. Thank you.

5. Covenants Committee – Dana Coats

  • A committee was formed after the September 20, 2020, Annual HOA meeting.

  • Committee members include Roxy Huber, Joe Doran, Lonnie Steinmetz, Ted Johnson, Scott Wagner, and Dana Coats.

  • Dana stated that the Covenants will be ramped up and enforced this next year.

  • There are a lot of sheds that are out of compliance and don’t match the houses.

  • The parking of campers, boats and trailers that do not follow the covenants will need to be enforced.

  • We need to monitor ourselves and do the right thing (Dana even said his boat was out of compliance). We live in a great community and want it to stay that way!

6. Recreation Committee - LuAnne Johnson

  • LuAnne introduced the Recreation Committee Team Members: Julie Bybee, Amber Cornford, Ruthie Craig, Linda Iverson, Chenoa Jensen, Sue Jorgensen, Christine Mathews, and herself, LuAnne Johnson. Lynne Brumbach recently resigned from our committee, but has been there for many, many years, and we appreciate all that she has done.

    • Ruthie managed the picnic shelter reservations for the year.

    • This summer the shelter was rented out 28 times.

    • Thank you, Ruthie, for your time and energy. You are greatly appreciated!

  • The Committee hosted the 2021 Easter Egg Hunt held on Saturday, April 3rd (Saturday before Easter Sunday) at 10:00AM. We had to change things this year due to COVID-19 but were able to make this event happen.

  • 2021 Spring Cleanup was held on the Saturday after Mother’s Day. A huge thank you to all our volunteers. A poster was displayed with the projects that were completed.

  • 2021 Summer Kick-Off BBQ was held the first weekend in June (we may change this to the second weekend of the month for 2022). Thanks to all our Emergency Personnel, Doty VFD, Pennington County Law Enforcement, EMT’s for your service to our community. Thank you to our volunteers who made this happen!

  • 2021 Halloween Pizza Party is cancelled for 2021. Hopefully next year, we can have this event again.

7. Administrative Announcements - LuAnne Johnson/Carolyn Ellington

  • A warm welcome to our new residents. If you haven’t done so, please complete the new resident form and return to the registration table.

  • SCCE website is currently under upgrade/design. ChitChat PR is our contractor, and this project should be completed by Spring of 2022.

  • If you know of anyone who provides snow removal or lawn service, please share this information at the registration table. We have some residents who will need these services coming into fall and winter months. We will send out any information in our fall update.

  • Thank you to Carolyn Ellington for eight (8) great years of dedicated service on the SCCE Board of Directors. We appreciate your dedication and wish you the very best!

  • Carolyn thanked John Santana for his work and donation of the “Little Free Library” by the commons area. This little library has been used, and the kiddos along with adults are enjoying a new book. Also, Carolyn thanked John for repairing the mailbox that was runover. John, your help is greatly appreciated.

  • Our SCCE Board of Directors meetings are held on the fourth (4th) Monday of each month starting at 6:30PM at Doty Volunteer Fire Department. Residents are more than welcome to attend.

Election of Board Members

  • Carolyn is stepping down and we have one vacancy on the Board of Directors and four Board members are up for re-election.

  • Howie Aubertin – term ends September 2021. Will seek re-election

  • Scott Wagner – term ends September 2021. Will seek re-election

  • Joe Hofmann – term ends September 2021. Will seek re-election

  • Marlowe McDowell – term ends September 2021. Will seek re-election

  • Vacancy – will be voted on now.

  • Carolyn asked if there were any nominations from the floor?

  • LuAnne Johnson nominated Dawn Liberty; and Joe Hofmann nominated Kort Herman. Hearing no further nominations from the floor, voting paper was passed out to the residents. You can only have one (1) vote per residence.

  • Please elect five out of the six candidates. The votes were gathered and were counted after the meeting.

The results will be published in our fall update email/mail sent to the residents. (NOTE: Kort Herman was elected to the Board of Directors)

With no further business, a motion was made to adjourn by Howie Aubertin and seconded by Scott Wagner. Motion carried.
